TANZANIA has reiterated that its diplomatic relations with Rwanda were good and cautioned the media against using the pen to incite conflict. Addressing participants at the 20th commemoration of the 1994 genocide in Rwanda in Dar es Salaam, the Minister of State in the President's Office (Special Duties), Prof Mark Mwandosya, stressed that the media played a prominent and negative role in the tragic happening. He observed that words can cause more injury than physical harm, urging the media to use their pen more to heal than harm. The minister added that the two countries share a lot in common, including language among those living along the common border, joint development projects and joint peacekeeping forces in Darfur and other international trouble spots. "There is a saying that goes thus; one can choose a friend but not a neighbour -- but in the case of Rwanda and Tanzania, we are both friends and neighbour. We want to see this being sustained and not destroyed," he added. He said words written or broadcast through the media sow hatred that can plunge countries and societies into war, stressing that the media should distance itself from words that can harm the people of Tanzania and Rwanda. Prof Mwandosya suggested that to nurture the good relationship between the two countries, both governments should revive neighbourly visits, citing Ngara in Kagera region as an example and restoring passenger bus services between Kigali and Dar es Salaam. "We must avoid letting the Fourth Estate regulate our diplomatic. We need to nurture the good relationship that we have," he explained, stressing the United Nations mission should liaise with the Ministry of Education and Vocational Training and the Ministry of Foreign Affairs to have guided tours of youth at the genocide's memorial site in Rwanda. The Rwandan High Commissioner, Mr Benjamin Rugangazi, said the 1994 genocide was the darkest period of Rwandan history, noting that the country is, however, determined to survive and build a secure and peaceful nation. He said the genocide should be a reminder to the continent and the whole world to the fact that the evil that is in the human heart is a reality. "We must strive to ensure that global citizens take the responsibility of treating each other with dignity," he suggested. Mr Rugangazi said the Rwanda High Commmission will hold a similar event in Ngara, Kagera Region, to commemorate the genocide. A total of 917 bodies were retrieved from Kagera River and buried in the area. "What happened in 1994 has inspired Rwandans to build a stronger society capable of resisting elements of hatred. Rwanda owed its success to good governance that was achieved through reconciliation and forgiveness with the support of the International Community," he stressed. The United Nations Secretary General Representative, Dr Jama Gulaid, said the world has not forgotten what happened in Rwanda in 1994, noting that Rwanda is an inspiration to many countries that reconciliation is possible. The International Criminal Tribunal for Rwanda (ICTR) Registrar, who is also the United Nations Assistant Secretary General, Mr Bongani Majola, commented that the genocide should serve as a reminder to renew efforts and commitment to ensure such atrocities do not happen again. "The genocide shows what man is capable of when his instincts are pushed that way," Mr Majola noted, referring to the hate speeches and articles from the then ruling government and the media in Rwanda.
