Photograph by: Handout , Abbotsford Police DepartmentMETRO VANCOUVER -- A former leader of the Red Scorpion gang who struck a plea bargain in the Surrey Six murder case will be testifying against his former co-accused beginning Tuesday. Michael Le, who is serving a three-year sentence after pleading guilty to conspiracy to commit murder, is expected to be a key Crown witness at the trial of accused Surrey Six killers Cody Haevischer and Matt Johnston. Details of Le's cooperation with the Crown were covered by a publication ban until today, when B.C. Supreme Court Justice Catherine Wedge set aside an earlier ruling in the case. Wedge rejected submissions by Le's lawyer Janet Winteringham and Crown prosecutor Louise Kenworthy that Le should be known only as Person Z when he takes the stand because of security concerns raised by his cooperation. But the judge agreed to a ban on the publication of any images, photographs or descriptions of Le, as well as details of his incarceration. She also rejected a bid to ban any reference to the names of triad members that might come out during Le's testimony. The Vancouver Sun, as well as defence lawyers Dagmar Dlab and Brock Martland, opposed the application for the latest ban, which was heard last Thursday. Wedge said in her ruling that Le's safety could be achieved through alternative measures to a publication ban. "A ban on Mr. Le's name would be significantly intrusive of the open-court principle in two respects: first, Mr. Le's decision to cooperate and testify against his co-accused is now central to the narrative of the case. Second, Mr. Le's plea and immunity agreement was obtained in part by his agreement to testify against these accused," Wedge said. "There is a significant public interest engaged here. The public has a right to understand in the context of this ongoing trial, the link between the sentencing imposed on Mr. Le for his role in the homicides and his agreement to cooperate in the prosecution of his former co-accused. Wedge said of Le's testimony: "The public is also entitled to understand the caution by which his evidence must be approached by this court. Le is eligible for day parole in December 2014. Originally charged with first-degree murder and conspiracy in the Oct. 19, 2007 slaughter of six, Le pleaded guilty only to conspiracy last December for plotting the murder of rival trafficker Corey Lal. Associate Chief Justice Austin Cullen handed Le a 12-year sentence, minus double credit for four and a half years in pre-trial custody. So Le's net sentence works out to just three years and a month. Cullen also imposed the interim ban that Wedge set aside Monday. In an agreed statement of facts, Le admitted he gave the go-ahead to the Lal murder plot, but never intended for the other victims — Lal's brother Michael and associates Eddie Narong and Ryan Bartolomeo, as well as bystanders Chris Mohan and Ed Schellenberg — to be killed. Le also said in the statement that accused Surrey Six killer Jamie Bacon, set to stand trial at a later date, had wanted to kill Corey Lal "from mid-2007 onward. As the recovery among the world's advanced economies becomes broader Australia looks set to remain below trend growth until 2016, the International Monetary Fund predicts. In its latest World Economic Outlook, the IMF says the acute risks to global growth that have dominated for a number of years have decreased. As well, investors are less worried about debt sustainability and banks are gradually becoming stronger. 'Although we are far short of a full recovery, the normalisation of monetary policy ... is now on the agenda,' the IMF's economic counsellor Oliver Blanchard says in the report that was released in Washington on Tuesday. Advanced economies are expected to growth by 2.2 per cent on 2014, a marked improvement on the 1.3 per cent they collectively achieved in 2013. Growth of 2.3 per cent is forecast for 2015. The IMF believes the recovery seems 'solidly grounded' in the US, while growth is projected to be positive but varied in the Euro area. In Japan, so-called Abenomics - named after the economic policies of Prime Minister Shinzo Abe - still needs to translate into stronger domestic private demand for the recovery to be sustained, Mr Blanchard said. World growth is seen at 3.6 per cent in 2014 and 3.9 per cent in 2015, little changed from the Washington-based institution's forecasts in October. On Australia, it expects growth to remain below a trend pace of about 3.25 per cent both this year and next as the slowdown in mining-related investment continues. It predicts growth of 2.6 per cent in 2014 and 2.7 per cent in 2015, which will see unemployment rise to 6.2 per cent, up from the six per cent now. In contrast, neighbouring New Zealand will grow at 3.3 per cent in 2014 and three per cent in 2015, helped by reconstruction spending. Unemployment there is expected to fall to 5.2 per cent this year and to 4.7 per cent next year, down from 6.1 per cent in 2013. In China, Australia's number one trading partner, economic growth is expected to moderate slightly from 7.7 per cent in 2013 to 7.5 per cent this year and 7.3 per cent next year. 'The announcement of the government's reform blueprint has improved sentiment, but progression rebalancing the economy remains tentative,' it says. As home prices have soared in cities around the country, sales have cratered. The weather has been blamed, though the weather has been gorgeous in California where sales have crashed too, even in temporary boom town San Francisco. The “lack of inventory” and other excuses have been dragged out as well. In reality, homes have gotten too expensive.... Even for hedge funds, private equity funds, REITs, and other forms of Big Money with access to the Fed’s limitless free juice. They’d become powerful buyers over the last two years, gobbling up vacant homes sight-unseen by the thousands, in order to get them off the closely watched for-sale list and shuffle them over to the ignored for-rent list, where they might languish undisturbed. The hope is that they might rent them out somehow and sell them later at a big fat profit, to the dumb money via a ridiculously hyped IPO. But now their business model has collapsed. “Prices have gotten to the stage where we cannot buy a house, renovate it, rent it, and still make a reasonable return,” explained Peter Rose, a spokesman for Blackstone Group, a private equity giant whose real-estate division, Invitation Homes, has grown in two short years from nothing to the largest landlord in the country with 41,000 rental single-family houses to is name. “There was a moment in time where it made sense,” Rose said. Forget first-time buyers, the crux of a healthy housing market. In February, they only bought 28% of the homes, down from 30% a year earlier, down from the three-decade average of 40%, and down from the mid-40% range during good times. That hapless lot has been pushed out of the market a while ago. And the middle-class household, supported by one earner? Teachers earning on average $69,300 in my beloved state of California, are facing a housing market where the median home lists for $485,000. With their salary, they can only afford a $260,000 home – or only 17.4% of the listed homes. Where exactly are all these high-income people who’re supposed to buy the remaining 82.6% of the homes? Sad fact: they don’t exist in those large numbers. In the inland areas, teachers have a better chance for being able to buy a median home. But forget it in the coastal areas. My zany city of San Francisco topped the list: exactly 0% of the homes listed were within reach of a teacher’s salary [read.... California Housing Bubble: Now Even Teachers Can No Longer Afford To Buy A Home]. Turns out, even two middle-class incomes aren’t enough anymore for a median home in many cities around the country. Real wages that have stagnated for the last 25 years – thanks to that wondrous elixir of inflation – are now colliding with soaring home prices. Based on non-distressed homes listed on the Multiple Listing Service as of March 30, Redfin reports that in 40 large cities, only 10% of the homes are affordable on one median salary. It defined an affordable monthly payment as 28% or less of gross monthly income. And it found that “just 41% of homes currently for sale across 40 US cities are affordable for a family earning two median incomes. In San Francisco, where the median home lists for nearly $1 million, and in Santa Ana in Southern Cal, only 7% of the homes were within reach of a family with 2 median salaries. In San Diego 9%, in LA 12%, in Miami 19%, in Denver 23%, in Nassau (Long Island) 24%, in Austin 32%. There are some cities where the fiasco is less pronounced. And where the heck are all the high-income people who will buy the median homes when investors, speculators, and PE firms that have become the largest landlords in the country are pulling up their stakes? There aren’t that many high-income people around, and they don’t like to live in median homes. Sales are already heading south. And last time this debacle happened, prices followed soon after. So this is going to be, let’s say, an interesting scenario. And a direct consequence of the Fed’s policies that engineered an environment where Wall Street can borrow unlimited amounts for nearly free, buy all manner of assets, drive up prices, take huge risks that it then shuffles off at peak valuations to other entities, hopefully to the unsuspecting public via over-priced IPOs, toxic synthetic structured securities of the kind that blew up the banks during the financial crisis, and other shenanigans that end up getting stuffed into conservative-sounding funds that people buy for their retirement. It starts here: evictions in San Francisco hit the highest level since 2001, when the dotcom bubble was disintegrating. Heineman Jr. By letting the CIA vet the torture report, the White House and Congress are giving Americans a new reason to have contempt for an illegitimate classification system. Is America's classification system legitimate? When leakers subvert it, should citizens cheer or condemn them? State secrets kept by the U.S. government have been under attack, most famously by Julian Assange, Bradley Manning and Edward Snowden. Tens of millions of Americans defend at least some of their revelations, illegal or not–to the consternation of national security state officials and their allies, who have responded by defending America's classification system. For the Obama Administration, this has meant an unprecedented effort to punish leaks it didn't opportunistically order with criminal inquiries and prosecutions. Some members of Congress have taken to denouncing leakers as traitors. And at venues like Lawfare, a group blog for the national security establishment, the accustom argument is that "the United States has the most expensive, elaborate, and multi-tiered intelligence oversight apparatus of any nation on Earth." There's no need for illegal leaks. Existing oversight is adequate. A lot of people think that the fight over the CIA torture report suggests otherwise–that it shows an obvious, absurd flaw in way our government decides what information ought to be public, and that new leaks would be justified to remedy that flaw. I find it hard not to agree. By way of background, the Senate spent several years and millions of dollars studying the interrogation of War on Terrorism prisoners during the Bush Administration, addressing both whether torture was perpetrated and whether the methods used were effective at eliciting useful intelligence. That report has been suppressed for well over a year. Last week, the Senate intelligence committee voted to make a very small portion of the finished report public. Even those pages are still secret, pending a declassification review by the White House. Most objectionable of all: the fact that the White House and Congress both agree that the CIA should play a significant, influential role in the declassification process. Think about that for a minute. This report apparently suggests that the CIA used ineffective interrogation techniques and lied about them to Congress, arguably jeopardizing the very counterterrorism efforts intended to keep us safe. It suggests that CIA employees perpetrated acts that are not only illegal, but that the United States government is bound by treaty to investigate and prosecute. As well, the report suggests that the CIA engaged in behavior that many Americans regard as morally abhorrent and shameful. The CIA has as significant and intractable a conflict of interest here as any imaginable. Surely they shouldn't be given a black highlighter to use on the report. Yet the intelligence agency is playing precisely that role. Little wonder that some are reacting like the Freedom of the Press Foundation's Trevor Timm. Under the headline "Leak the CIA report: it's the only way to know the whole truth about torture," he writes, "parts of the report are now in the hands of Senate staffers, White House officials, State Department employees, CIA spooks and soon maybe more. It would not come without great personal risk, but the American people may only be served well if someone with a conscience is brave enough to leak the full report and hold the CIA accountable for its crimes. Leaks have been critical to the public knowledge of Bush-era torture since the first hints of Abu Ghraib, and as longtime torture investigator Katherine Hawkins noted, "The Senate report would likely never have existed ... if it were not for previous investigations by journalists and non-governmental organizations. Once again, CIA misbehavior is prompting patriotic Americans to call for leaks. Now, the public doesn't need to read every word in the torture report. If it includes the names of CIA agents, for example, I'd have no objection to blacking them out, as I presume the New York Times or the Washington Post would do if it were leaked to them. There may well be other parts of the report that should stay classified too, and I hope anyone who gets their hands on it would consult with the government before publication. The argument I want to make is that, in this case, I trust newspapers more than the CIA to decide what information it's in the public interest to release. Likewise, I trust Glenn Greenwald more than CIA head John Brennan. After all, only one of them served high up in the CIA during the torture years. Meanwhile, national security establishment types trust the CIA to play a significant role in the declassification process, despite their gargantuan conflicts of interest. Why should any of us put our faith in a process that would allow such a conflict of interest? The most effective argument for leakers and transparency isn't made by Assange or Greenwald or Snowden, it's made unwittingly, by the CIA and its overseers. National security state apologists have worked so hard, in the wake of the Snowden revelations, to convince Americans that the classification system is legitimate. They ought to be angriest of all that the CIA is trying to exploit it to cover its tracks. But they don't seem angry at the CIA or its overseers. Its almost as if they can't be counted on to maintain the integrity of intelligence oversight, and transparency really is the only way Americans can prevent horrific abuses from being buried. I don't know if the CIA report will ever be leaked in full. But if that leak ever happens, national security state apologists should blame themselves. The Bai Chay Bridge in the northern province of Quang Ninh, built with Japanese official development assistance (ODA). Analysts say Vietnam should stop regarding ODA as an achievement in foreign policy because at the end of the day it is a financial burden that Vietnamese younger generations will have to shoulder. In a show of assuring the public about its resolve to tackle rampant graft, Vietnam suspended several officials and ordered scores of others to clarify their involvement in allegations that a Japanese firm had paid bribes to secure a deal for a rail project in Hanoi. A deputy transport minister almost immediately led a delegation to Japan last month only to learn that agencies concerned there would not be able to reveal any further information other than what the Japanese media had already reported: The president of Japan Transportation Consultants (JTC) admitted that his company had paid bribes of 130 million yen (US$1.3 million) to civil servants in Vietnam, Indonesia and Uzbekistan between February 2008 and February this year to win work tied to projects funded by Japanese official development assistance (ODA). An official or officials at Vietnam Railways, the state-owned operator of the railway system in the country, allegedly received 80 million yen ($782,000) for a Japan-funded ODA project totaling 4.2 billion-yen. Apparently, the specter of a similar scandal in 2008 that galvanized Japan into suspending aid to Vietnam still looms large, sowing worries that Tokyo, Hanoi's largest ODA donor, may do so again this time. While analysts have sought to assuage such fears, they also say the bottom line is that in a country where corruption is rife in public infrastructure projects, Vietnam has to jettison its entrenched mindset about ODA to prevent similar cases from occurring. “Vietnam should stop regarding ODA as an achievement in international relations so it can tread more carefully before deciding on asking for more international aid,” said Nguyen Duc Thanh, a Vietnamese economist who advises the prime minister on economic policies. Since 1993, international donors have pledged an estimated amount of $58.4 billion worth of ODA to Vietnam, government figures show, helping develop thousands of projects ranging from building infrastructure to alleviating poverty and improving the environment. But a very small part of it is non-refundable. Most of it are loans with interest rates which are not as preferential as assumed. Interest rates and loan fees increase if disbursement is delayed and the use of loans is ineffective. Two thirds of the international aid has been earmarked for infrastructure projects where the bidding process and equipment purchase has long been considered fertile ground for graft and corruption. Vietnam has made little headway in the latest corruption rankings by the Berlin-based watchdog Transparency International. The 2013 Corruption Perceptions Index, which measures the perceived levels of public sector corruption, sees Vietnam up just seven spots to 116th out of 177 countries and territories with a score of 31/100. In Southeast Asia, it ranks seventh behind Singapore, Brunei, Malaysia, the Philippines, Thailand, and Indonesia. Given the status quo, analysts say at the end of the day ODA is a financial burden that Vietnamese younger generations will have to shoulder. “It is the bane of their future,” Thanh said. Japan churned out around $20 billion worth of ODA to Vietnam between 1993 and 2012. Japan said last month its aid to Vietnam this year would not be less than the 200 billion yen (US$1.94 billion) it gave in 2013. As a country seeking to be a good international citizen and be recognized as a major power, Japan follows the United Nations advice in providing aid to developing countries as part of its international obligations. 2015 will mark the target date for the UN’s Millennium Development Goals (MDGs) – a set of targets for education, poverty, health and other areas – and all donors have tried to claim their economic aid has been effective toward accomplishing the MDGs. In the context of Vietnam achieving the first of its MDG on poverty reduction well ahead of the 2015 deadline, Japan will want to show the world that its aid is playing a role in this accomplishment, analysts say. With corruption, such as the most recent bribery case, risking prompting skepticism among the Japanese people of the benefits of economic assistance to Vietnam, the Japanese government may have to respond by scaling back ODA to regain the trust of its people. But “it is unlikely Japan will suspend aid in any serious form or length of time given that Vietnam is one of its most important aid partners and models of success,” Edward Feasel, an expert at Soka University of America who has studied Japanese ODA to Vietnam, told Vietweek. In 2008, Huynh Ngoc Si, former deputy director of the Ho Chi Minh City's transport department and head of a major Japanese ODA-backed highway project, was convicted of taking bribes in 2003 by receiving $262,000 from executives of Pacific Consultants International, which was hired as the project consultant. The case forced Japan to suspend hundreds of millions of dollars in development loans in December 2008. But Tokyo resumed the aid four months later. Many of Japan’s main aid recipients in Asia are also main markets for its exports. This is important in Japan’s own economic progress, which has been stagnant for two decades, analysts say. Thus, economic assistance does bring benefits to Japan directly through exports and indirectly through increasing its recognition as a major economic donor, they say. “Japan's aid program is about enhancing commercial opportunities for their business sector,” said Zach Abuza, a Washington-based Asia analyst. “They support port construction for trade, they often link ODA to contracts to Japanese firms or consultancies, or the purchase of Japanese machinery and equipment,” he said. “It’s not that this is unusual, but no one does it to the degree that the Japanese do. During a meeting on the sidelines of the Nuclear Security Summit in the Netherlands last month, Vietnamese Prime Minister Nguyen Tan Dung told his Japanese counterpart Shinzo Abe that the two countries would closely work each other to thoroughly investigate the most recent graft allegations that involve the Vietnamese railway officials. “If the allegations are true, [the two sides] need to immediately draw lessons from that,” Nguyen Van Nen, Minister and Chairman of the Government Office, told the media this week. But analysts say the bottom line is that instead of focusing on the actors, Vietnam needs to get to the bottom of systemic conditions that make bribery endemic such as the lack of transparency and lax government oversight. The issue is to implement practices that reduce corruption in all government projects. The next step – but one that only works after corruption is minimized – is to evaluate very carefully whether a project, ODA or not, is the best deal for the country. “Whatever the inequities in Japan's ODA, it is clear that Vietnam benefits,” said Carl Thayer, a Vietnam expert with the University of New South Wales. “But it should be noted that when I use the term ‘Japan’ and ‘Vietnam’ I’m mainly including not only the people who benefit from the aid, but the groups of elites who provide and monitor the delivery of aid. 248 Cong Quynh St . , Distr. 1, HCMC, Vietnam. The El Nino effect, from the warming of the Pacific Ocean, brings with it disruptive weather patterns of drought in some places and flooding and fires in others - AFP Photo. SINGAPORE: The chance of an El Nino weather event developing in 2014 now exceeds 70%, Australia's Bureau of Meteorology said on Tuesday, raising the prospect of damaging floods and droughts across the globe. Global cocoa prices have rallied to 2?-year highs on worries El Nino could return in 2014, while other agricultural commodity markets could also be hit by the spectre of the weather anomaly. El Nino – a warming of sea-surface temperatures in the Pacific – affects wind patterns and can trigger both floods and drought in different parts of the globe, curbing food supply. The worst El Nino on record in 1997/98 was blamed for massive flooding along China's Yangtze river that killed more than 1,500 people. El Nino means "boy" in Spanish and was first used by anchovy fishermen in Ecuador and Peru in the 19th century. Below are some of the key commodities that could be affected by its return. El Nino could bring dry weather to Australia, which is already struggling with a drought that has forced ranchers in the world's third-biggest beef exporter to cull cows, raising fears of a global beef shortage. El Nino could also curb wheat, sugar and cotton production in the country. An El Nino episode usually results in below-average rainfall in major palm oil producers Indonesia and Malaysia, cutting yields and pushing up global prices. It could also hurt crops in Thailand, one of the world's largest rice exporters, potentially worsening drought conditions usually seen in March-April. El Nino would bring milder-than-normal temperatures to the major crop production areas of the US Midwest. Iowa and Minnesota would benefit from the event's tendency for wetter-than-normal summers as the western Corn Belt continues to recover from a drought. But excessive rains in the saturated soils of the eastern Corn Belt could be troublesome, particularly following this year's overly snowy winter. Drought-hit California, a major dairy and wine grape state, could see more rain than normal. In China, El Nino could bring more rain to areas south of the Yellow River and cause flooding in the country's major rice and cotton-growing regions. Lower-than-normal temperatures could also occur in the country's top corn and soy areas in the northeast, leading to frost damage and lower grain output. A strong El Nino in India would trigger lower production of summer crops such as rice, sugarcane and oilseeds. India is the world's No 2 producer of rice and wheat. The Philippines' weather bureau already expects rainfall to be "way below" normal by April in most parts of the country, including rice-growing provinces in the Central Luzon region and sugar plantations in the Visayas provinces. El Nino could worsen that. Previous El Nino episodes caused severe dry spells in the archipelago affecting vast tracts of farmland. A rice shortfall due to typhoons and drought connected to El Nino in 2010 prompted record imports of the national staple. Global cocoa prices jumped to their strongest in more than two years in February on concerns a returning El Nino could cut output in main producers Ivory Coast, Ghana and Indonesia. The global market is expected to experience a second straight deficit in 2014. Erratic weather could affect the development of coffee cherries and cocoa pods. In Indonesia, the world's third-largest cocoa producer, El Nino usually means extremely dry weather. Indonesia's coffee output is forecast to fall to 9.5 million 60-kg bags in 2013/14 from 10.5 million in 2012/13 after dry weather at the start of the season reduced flowering and excessive rain during cherry development cut yields, according to the US Department of Agriculture. Indonesia competes in the robusta market with Vietnam, which would also suffer from an El Nino. The Central Highlands region, which produces about 80% of Vietnam's coffee, has entered the dry season, and falling waters in rivers and streams coupled with strong wind would raise the risk of water shortages, according to the Science and Technology Department in the central highland province of Kontum. El Nino usually brings warmer winters to Brazil, the world's top coffee producer, reducing the risk of coffee frost. But heavy rains would crimp production. Drier weather could also help beat back moisture-loving roya or leaf rust fungus that is ravaging coffee plantations in Central America. In 2009, El Nino turned Indian monsoon patchy, leading to the worst drought in nearly four decades which helped push global sugar prices to their highest in around 30 years. With the military downsizing after the wars in Iraq and Afghanistan, many soldiers, airmen and Marines will have to enter the civilian job market for the first time. Gerry Melendez/The StateCOLUMBIA, S.C. — Sgt Maj. Chris Fletcher was a teenager the last time he had a civilian job. The Peachtree City, Ga., native, now 40, flipped burgers at McDonald’s. He worked as a busboy at a convention center. And he was a clerk at a convenience store. In 1993, Fletcher joined the U.S. Army. Since then he has been deployed to Bosnia and Macedonia, twice to Afghanistan and numerous times to Kuwait, rising to the highest noncommissioned rank. Now, 20 years later, with a wife and 18- and 15-year-old daughters, he is retiring from U.S. Army Central in Sumter, S.C. He’s entering the civilian job market with a little trepidation. “It’s stepping out into the unknown,” said Fletcher. “The Army is all I know. He is not alone. With the military set to be radically reduced after the end of the wars in Iraq and Afghanistan, thousands of soldiers, airmen, sailors and Marines will have to step out of a uniform and into a business suit during a tough, post-recession job climate. They face challenges translating their military skills to civilian jobs — from writing a civilian resume, to just speaking English instead of using prolific military acronyms. Also, with all U.S. combat troops expected to come home from Afghanistan by the end of this year, National Guard members and reserve troops will have to find civilian employment while still serving part time. “A lot of these folks shouldered a heavy load in Iraq and Afghanistan,” said Brig. Gen. Bradley Becker, commanding general of Columbia’s Fort Jackson, the nation’s largest military training base. “They have a lot of experience and are tested in battle. But while they are experienced and tested, they haven’t been in the job market. Numerous programs are available to help veterans find jobs, such as the Defense Department’s active duty Transition Assistance Program, the U.S. Chamber of Commerce’s Hiring Our Heroes job fairs and Employer Support of the Guard and Reserve. The U.S. military has about 1.4 million active duty soldiers, sailors, airmen and Marines. There are another 850,000 troops in the National Guard and reserves. About 170,000 troops leave the military each year due to normal attrition, such as retirements. But as the war in Afghanistan winds down — all combat troops are expected to be out of the country by the end of this year — more troops will be forced to leave the military as the different branches of the service contract. The Army will see the deepest cuts; but how deep they’ll be is still uncertain. U.S. Defense Secretary Chuck Hagel last month announced that the Obama administration wants to reduce the size of the Army to 440,000 or 450,000 soldiers. That’s down from a war-time high of 570,000. But those drawdowns are less than the automatic, across-the-board cuts called for as a result of the debt ceiling standoff three years ago — a fight driven by deficit-conscious House Republicans. The sequester, as the cuts are called, would reduce the size of the Army to 420,000 soldiers if it isn’t repealed by Congress before 2017. Under the Hagel plan, 36,700 additional troops would leave the military next year. That number will be higher under the sequester, although how many more is uncertain. The national unemployment rate among all veterans is about 7 percent, according to the U.S Chamber of Commerce. But the unemployment rate among post-9/11 veterans is 9.9 percent. And the rate for post-9/11 veterans under 25 years old is 20 percent. Some younger veterans without families want to take some time off after difficult deployments, said Elisa Edwards, the civilian director of the South Carolina National Guard’s Service Member and Family Care Program, which staffs Operation Palmetto Employment. “They just want to stay with mom and dad for a while and play video games. But most veterans, she said, not only want to find jobs, but build on the experience they gained in the military. “We want to put them on a career path,” she said. Ernie Lombardi, the Jacksonville, Fla.-based associate for the U.S. Chamber’s Hiring our Heroes program, has organized 67 job fairs in the Southeast in the past 18 months. Much of the problem with younger veterans and often older service members, he said, is that they don’t know how to explain their military job skills to civilian human resource directors. “They can’t translate them into language that civilians can understand. Also, human resource directors don’t understand military jobs and jargon and how the veterans’ skills can be applied to their businesses. “They just turn the resumes over and set them aside. “Veterans need to be able to explain their skill sets, and civilian HR directors need to rethink their language skills, too,” Lombardi said. In South Carolina, Gov. Nikki Haley has expanded to active-duty military an initiative launched by the S.C. National Guard that has cut unemployment among Guard members to 3.9 percent from 16 percent in 2011. Called Operation Palmetto Employment, the program coordinates all public and private efforts in the state to match veterans with employers. “It was the best way to create a one-stop service for veterans,” Haley said. “But it also allows companies that appreciate veterans (a way) to employ them. With the help of a $750,000 U.S. Department of Defense grant, it pairs unemployed post-9/11 veterans with S.C. Guard advisers at S.C. Department of Employment and Workforce offices in each of the state’s seven congressional districts. The advisers work one-on-one with the service members to translate the skills they learned in the military with businesses that want to hire veterans. One of those veterans is 1st Lt. Gregory Harris of Florence, S.C. The 24-year-old Army officer returned March 1 from nine months at Forward Operating Base Spin Boldak, located southeast of Kandahar, Afghanistan. There, his Signal Unit Bravo provided and maintained Internet service for the entire base. Harris wants to embark on a career in information technology, but getting used to civilian methods and speech has been challenging. “It’s been awkward,” said Harris, who holds a political science degree from Coastal Carolina University. “It’s like speaking in a different language. For instance, MOS means Military Occupational Specialty. BDU means Battle Dress Uniform. BCT can mean either Brigade Combat Team of Basic Combat Training. DFAC is a dining facility. Harris said he has forced himself to drop Army acronyms while talking to potential employers. “I have to get in the habit of saying the full phrase,” he said. “But sometimes we don’t even know what (the acronym) means. The Guard program was created by Guard members for Guard members. It offers newly returned troops a variety of support to help them transition into the civilian workforce. That includes resume writing classes, tips on how to dress for success, mock interviews and realistic salary expectations. Col. Ronald Taylor, who developed the program and now commands the office’s Service Member and Family Care Programs, said it presently is placing about 80 soldiers a month, most of them returning Guard members who will remain part-time soldiers or airmen until called back into active duty again. Those numbers will swell as more active duty troops leave the service and join the program. “You aren’t going to see people in the service 28 or 35 years anymore,” Taylor said. “That’s going to be a rarity. Sgt. William Foster, 29, of Spartanburg, S.C., returned from Afghanistan in March. He said he would like to stay in the Army, “but it’s tough now because of the downsizing. The only jobs open are for Special Forces (commandos). And Special Forces isn’t for everyone. Despite the hurdles, many companies favor veterans as employees and make special efforts to hire them. Post-9/11 veterans tend to be on time, drug-free and mission-oriented, and they accept criticism and instruction well. “By definition, they are the top one-third of the population,” said Col. Brian Hilferty of U.S. Army Central, a former U.S. Military Academy instructor who is leaving the service this year. He noted that to get into the military, one must have a high school diploma, pass a drug test, pass a physical fitness test, pass mental health screenings and have avoided any serious brushes with the law. The most popular occupations for those coming out of the military are manufacturing, distribution, security, construction, medical, information technologies and transportation. Among the largest companies that work with the program to hire veterans are the Amazon.com distribution center in Lexington County and the Boeing manufacturing plant in North Charleston. Amazon set a goal to hire 1,200 veterans last year systemwide. It hired 1,900. “They are skilled at working as a team and accomplishing their missions as a group,” spokeswoman Kelly Cheesenan said from Amazon’s Seattle headquarters. “We have a bias for action, and they are leaders who take action. Boeing presently employs 24,000 veterans throughout the company — about 15 percent of its workers. “Boeing hires veterans because they bring values, skills and perspective uniquely cultivated through their experience in the military,” spokeswoman Candy Eslinger wrote. “They create value in our company by demonstrating leadership, excellence and a collaborative approach. For Jamin McCallum, founder of Columbia firearms sales and manufacturing firm Palmetto State Armory, hiring veterans is more than a corporate strategy. A member of the S.C. Guard who was deployed to Iraq in 2006 clearing roadside bombs, McCallum started the company from his garage in 2008 and it now has grown to 250 employees, 100 of them veterans and many of them Guard friends. “This is a very precise business,” said McCallum, whose firm each year manufactures about a 250,000 parts for AR-5 rifles and M4 carbines for sale to the public. “Firearms are easy to figure out; you just pull the trigger. But you need a level of professionalism for firearms to be safe. I feel better with veterans around me. We were a family in the Guard, so I reached out to the people we knew. McGowan “Max” Anderson Jr., 46, served in the Air Force for 24 years. He was deployed seven times to the Middle East and served two tours of duty in Iraq training Iraqi police to handle police dogs and bomb sniffing dogs. He now is a dog handler for the Richland County Sheriff’s Office, which last year won a national Department of Defense Award for hiring veterans. He said young veterans should see their transition to civilian life as a blessing. “Have an open mind,” he said. “Be confident and be willing to change and improve yourself for the better. If you don’t do that, you’ll never grow. It’s a great opportunity. Accept that you are starting over. Know the organizational structure of the company before you interview and where you best fit in. Know what you want to do and how you can add value to the position. Don’t assume you are more qualified than civilian applicants. Keep your resume short and to the point. Proofread your resume for errors, and have someone else look it over. Start a LinkedIn profile. It’s essential. Use social media as a marketing tool, not just for sharing war stories. Make your thank-you note to the interviewer count. Use it to express your passion for the job. Prepare for the interview. Practice with someone who hires people. Speak English, not Army. The office has its hands full, and yet payments to whistleblowers dropped precipitously in 2013. In all, the IRS paid $53 million to whistleblowers in 2013, down from $125 million in 2012. So says the annual report by the IRS Whistleblower Office. The IRS paid fewer claims too, only paying 122 of them in 2013, down from 128 in 2012. Many would-be whistleblowers should be attracted to the payouts, even if they are down. But the office is notoriously slow to complete claims processing. Indeed, the report reveals that 799 claims received before 2007 still remain open. The statistics are not much better for claims received in 2007 and later years. 1,373 claims filed in 2007 remain open, 1,060 claims from 2008 are still open, 2,025 claims from 2009, 6,253 from 2010, 2,308 from 2011, and 3,095 from 2012 are still open. That means a very long wait, years, which is at least better than a rejection. And a rejection is also a frequent occurrence. Although UBS whistleblower Bradley Birkenfeld collected a whopping $104 million in 2012, most claims fizzle. Birkenfeld was the domino that brought banks and U.S. taxpayers to their knees before the IRS and Justice Department. But since then, many claimants hoping to cash in on key information have come up empty. Coming up empty doesn’t necessarily mean the information with which the IRS is supplied is no good. It may mean that the IRS is too busy, that the IRS has trouble getting information, or is not persistent enough in following it through. And the whistleblower is kept entirely in the dark about the investigation. The IRS created a Whistleblower Office reporting to the IRS Commissioner to implement the law. See Whistleblower/Informant Award. But critics–including Sen. Grassley of Iowa–have rebuked the IRS Whistleblower Office for being slow to process cases and make rewards. Some disgruntled whistleblowers have even gone to court to try to roust the IRS. But such court actions almost invariably fail. There is no easy answer. Sen. Grassley has long said that the processing times are too long and that the payouts are few and far between. He has said that IRS agents refuse to fully utilize the dirt they are given. Meanwhile, the risks to whistleblowers are palpable. They put their whole careers on the line only to wait for years in the dark, often to receive nothing. Upon vetting the current IRS Commissioner when he was a nominee, Senator Grassley made no secret of his affinity for whistleblowers and his disappointment over the IRS. Senator Grassley has repeatedly asked about all the billions of tax dollars out there that aren’t getting collected. More recently, he has expressed the concern that the tips may start to dry up.
